# What Is VOD? Video on Demand Explained

 Vadym Borovskyi Oct 28, 2026, 9:32:19 AM

Video on demand (VOD) is a delivery model in which pre-recorded video is encoded in advance, stored as files, and streamed to each viewer whenever they press play, with no broadcast schedule. Modern VOD platforms encode every title into an adaptive bitrate ladder of 4 to 8 renditions and serve it over HTTP as HLS or DASH segments 2 to 6 seconds long.

In engineering terms, the answer to what is VOD comes down to storage, cache hit ratio and egress. A 1080p stream at 5 Mb/s moves 2.25 GB per viewer-hour, so 100,000 viewer-hours a month means about 225 TB of CDN traffic, a figure that follows from arithmetic and holds in 2026 as it will in any year. Most VOD engineering decisions are attempts to make those bytes cheaper or to serve them from cache instead of origin.

## **How video on demand works: ingest, encode, package, deliver**

A VOD title passes through four stages before the first viewer requests it. The upload is a high-bitrate mezzanine file. An encoder turns it into a ladder, for example 480p at 1.2 Mb/s up to 1080p at 5 Mb/s, with 4K in HEVC or AV1 at 12 to 20 Mb/s. A packager then cuts each rendition into segments and writes manifests.

Most current pipelines package into CMAF (fragmented MP4), so one set of segments can be referenced by both an HLS playlist (RFC 8216) and a DASH MPD. DRM is applied at this stage with Common Encryption, letting Widevine, FairPlay and PlayReady share the same encrypted media. The output lands in object storage, which acts as origin.

At playback, the player fetches the multivariant playlist, picks a starting rendition, and requests segments one at a time. The adaptive bitrate (ABR) algorithm re-evaluates throughput and buffer level on every segment and switches renditions as conditions change. Segment duration sets the trade-off: 2-second segments let ABR react faster and shorten startup, while 6-second segments cut request counts and manifest size by a factor of three.

### Just-in-time vs. pre-packaged VOD

Pre-packaged VOD writes every format to storage ahead of time. Just-in-time packaging stores one mezzanine-like rendition set and generates HLS or DASH on request, which saves storage but places compute in the request path and makes the first request for each segment slower. Behind a well-tuned CDN, either approach pays the packaging cost only once per object per cache tier.

## **Where a VOD platform sits in the stack**

A VOD platform is a chain of seven layers, and delivery cost concentrates in the last three:

- Catalog and CMS: metadata, rights windows, entitlements.
- Encoding: ladder generation, per-title or per-shot bitrate optimization.
- Packaging and DRM: CMAF segments, manifests, license servers.
- Origin storage: object storage holding every rendition of every title.
- Origin shield: a mid-tier cache that collapses edge misses into single origin fetches.
- CDN edge: serves segments and manifests to players.
- Player and analytics: ABR logic, QoE beacons, startup time and rebuffer ratio.

The ladder multiplies storage. A five-rung ladder of 0.4, 0.8, 1.5, 3 and 5 Mb/s totals 10.7 Mb/s, which is 4.8 GB of storage per hour of content, 2.1 times the top rendition alone. Packaging HLS and DASH as separate TS and fMP4 sets roughly doubles that again, which is the strongest practical argument for CMAF.

## **VOD business models and their delivery footprint**

The monetization model changes what is cacheable, which matters more to the CDN bill than to the product page.

- SVOD (subscription): flat monthly fee, long viewing sessions, heavy DRM. Manifests and segments are identical across users and cache well.
- AVOD (ad-supported): free to the viewer, funded by ads. Server-side ad insertion generates a personalized manifest per session, so manifests become uncacheable while content segments still cache.
- TVOD (transactional): pay per rental or purchase. Traffic spikes around releases, which stresses origin shield and request coalescing.
- Hybrid: an AVOD tier beside an SVOD tier, now the common shape for large services.

## **VOD vs. live streaming, progressive download and FAST**

VOD vs. live streaming: live content is encoded and packaged in real time, and its playlist changes every segment, so manifests carry TTLs of a second or two. A VOD playlist is final the moment it is written and can be cached for a year. Live also concentrates demand on one moment, while VOD spreads it across a long catalog tail.

VOD vs. progressive download: progressive download serves a single MP4 over HTTP range requests with no rendition switching. It still suits short clips, but it cannot adapt to bandwidth drops, so modern VOD streaming uses segmented ABR instead.

VOD vs. FAST: free ad-supported streaming TV channels are scheduled linear streams assembled from VOD assets. The viewer cannot choose what plays, so FAST behaves like live at the manifest layer even though the media is pre-recorded.

## **Example: a VOD media playlist and its cache headers**

A minimal HLS media playlist for a VOD rendition contains these lines, in order:

- #EXTM3U
- #EXT-X-VERSION:7
- #EXT-X-TARGETDURATION:6
- #EXT-X-PLAYLIST-TYPE:VOD
- #EXT-X-MAP:URI="init\_1080p.mp4"
- #EXTINF:6.000, followed on the next line by seg\_00001.m4s, repeated for every segment
- #EXT-X-ENDLIST

The PLAYLIST-TYPE:VOD and ENDLIST tags tell the player, and by implication the cache, that the file will never change. That allows the response header Cache-Control: public, max-age=31536000, immutable on both segments and manifests. The exception is AVOD with server-side ad insertion, where the per-session manifest needs private, no-store while segments keep the long TTL.

## **VOD delivery cost at scale: 2026 egress math**

Delivered bitrate, not catalog size, sets the egress bill. The table converts common rungs into traffic for 100,000 viewer-hours a month.

| Rendition | Bitrate | GB per viewer-hour | TB per 100,000 viewer-hours |
| --- | --- | --- | --- |
| 480p | 1.2 Mb/s | 0.54 | 54 |
| 720p | 3 Mb/s | 1.35 | 135 |
| 1080p | 5 Mb/s | 2.25 | 225 |
| 4K HEVC | 15 Mb/s | 6.75 | 675 |

Moving the average viewer from 720p to 1080p raises egress by 67%, so the rendition mix your ABR settles on drives the bill more than viewer count does.

Origin egress is the second line item. At 225 TB delivered, a 96% cache hit ratio leaves 9 TB of origin fetches, while 90% leaves 22.5 TB. At hyperscaler internet egress list rates of roughly $0.05 to $0.09 per GB (our estimate for 2026), that gap is worth $675 to $1,215 a month. Long-tail catalogs feel this most, because cold titles miss at the edge.

As of October 2026, BlazingCDN prices VOD delivery from $5 per TB down to $2.50 per TB at volume, with one rate for US, Europe and Asia and no request fees, so the 225 TB month above costs $852.50 ($415 for the first 100 TB plus 125 TB at $3.50). Current rates are on the [**BlazingCDN pricing page for VOD egress**](https://blazingcdn.com/pricing/). Its Video CDN replicates the library inside the CDN, which takes origin out of the delivery path and removes the hit-ratio exposure described above.

## **Common misconceptions about VOD streaming**

- "VOD caches itself." Popular titles reach high hit ratios, but the bottom 80% of a catalog often sees too few requests per edge to stay resident. Shielding and pre-warming decide the real ratio.
- "Supporting HLS and DASH doubles storage." Only with separate TS and fMP4 packaging. CMAF lets both manifests point at one segment set.
- "Shorter segments are always better." They improve ABR responsiveness, but 2-second segments triple request volume against 6-second ones, which matters on CDNs that bill per request.

## **FAQ: what is VOD and how VOD streaming works**

### What is the difference between VOD and OTT?

OTT describes the distribution channel, meaning video delivered over the public internet instead of cable or satellite, while VOD describes the viewing model, meaning on-demand playback of pre-recorded titles. Most OTT services include a VOD library, and many also carry live or FAST channels. A VOD platform can also run on closed IPTV networks, so the two terms overlap without being synonyms.

### Which streaming protocols do VOD platforms use?

VOD platforms almost always deliver over HTTP using HLS, defined in RFC 8216, or MPEG-DASH, typically with CMAF segments shared by both. HLS remains mandatory for native Apple playback, while DASH is common on Android, smart TVs and browsers using Media Source Extensions. RTMP survives only as a contribution protocol for live ingest and plays no role in VOD playback.

### How much bandwidth does VOD streaming use per hour?

VOD streaming uses about 0.5 GB per hour at 480p, 1.35 GB at 720p, 2.25 GB at 1080p and 6.75 GB for 4K at 15 Mb/s. The formula is bitrate in megabits per second multiplied by 3,600 seconds and divided by 8,000 to get gigabytes. Actual delivered averages depend on how often the ABR algorithm settles on the top rendition.

### Can VOD manifests be cached on a CDN?

Yes, a VOD manifest marked with PLAYLIST-TYPE:VOD and ENDLIST never changes and can be cached for a year with an immutable header. The exception is ad-supported VOD using server-side ad insertion, which generates a unique manifest per viewer session. In that case manifests must bypass shared caches while the underlying content segments remain long-lived and cacheable.

## **Measure your VOD egress per viewer-hour, then price it**

This week, pull one month of CDN logs and divide delivered bytes by viewer-hours from your player analytics. That gives your real GB per viewer-hour, which shows instantly whether ABR is overserving 1080p on small screens. Then split edge hit ratio by title popularity decile: if the bottom five deciles sit below 80%, origin egress and shield sizing deserve attention before any bitrate work. Both numbers are useful regardless of which CDN you run.

If your library is large and the origin bill is the problem, the [**BlazingCDN Video CDN for VOD libraries**](https://blazingcdn.com/video-cdn/) keeps the full catalog replicated inside the CDN, with the first 500 GB of permanent cache included and $0.02 per GB per month after that.
